Integrating equity and productivity in health assessments

Abstract: This paper introduces a unified framework for health evaluation that integrates equity-sensitive adjustments and productivity measures, expanding beyond traditional QALYs, PALYs, and the more recently developed PQALYs. Our models are grounded on normative principles, including time scale independence and equity-sensitivity, promoting fairness while accounting for economic contributions. By balancing distributive justice and efficiency concerns, this approach provides a more comprehensive basis for healthcare resource allocation, offering policymakers and health economists alike a tool to optimize both social fairness and economic sustainability in health interventions.
